An OS/390 sorta mainframe?  These things have a fiarly nice Posix subsystem
(acutally cerified to the Unix 9x standard allowing them to actually be
called "Unix") though from my (rather limited) experience their Posix isn't
quite as well done as MPE's (EBCDIC in bytestream files.  Eeewwwwwww!).

Anyhow, you should be able to build any of the usual Unix mail transfer
agents (up to and including sendmail) under Posix/Unix on OS/390, and then
invoke the process from your favorite 1965 mainframe technology.

Staying away from Posix may mean purchasing something which usually means
paying mainframe prices (and you thought software for a 3000 was expensive).
