If STREAMs had not bee enabled he would have got the following message:

  Stream facility not enabled.  See operator. (CIERR 32)

If you look closely at his message it looks as if the Hardware/Software
clocks are out of sync.

Hi Kurt;
Did you enable Stream?....  Try typing STREAMS 10 on the console when logged
on as manager.sys...
