What about letting users :STREAM or :JOB with the QUEUE=qqqq
parm, but if they don't include the QUEUE parm, then their job
goes into the default Queue assigned for that user.acct (IF ANY
DEFINED). If no dedfault queue for that user, then it goes into
the global system default queue (as today)?
 
Perhaps goahead, use ACD feature to limit who can use what queues.
 
In any case, when the new feature is made public, the system manager
can quickly set up default queues by user group, and optionally
users can individually assign jobs to specific queuesueus.
