...and according to the documentation, that would work (and be
self-documenting).  from the parameter documentation:

delimiter           One or more punctuation characters or spaces, except
                    % and ! and -.  Whatever character is used will
                    delimit the name and value.

(so a period is valid)

further on in the documentation:

     To set the Job Control Word CURR1 to 100, enter

     SETJCW CURR1,100     ** The comma (,) is the delimiter **
                          ** and is used instead of an "=". **

     To set CURR1 to the value of the mnemonic WARN, enter

     SETJCW CURR1/WARN    ** The slash (/) is the delimiter **
                          ** and is used as an "=".         **

so my interpretation is -- the period that you're currently using is being
interpreted as an equal sign and is setting all currently define jcw's to
zero.           - d
