Whether we expect it or not, Buchanan got nearly 9000 votes in
the same county in 1996, and Reform party registrations in the
county are also quite high.  The number of Buchanan votes don't
seem at all out of line when compared to these numbers.

As far as double-punched ballots, how many are there nationwide?
Do only voters in wealthy, heavily Jewish, heavily Democratic
counties have a right to revote if they mispunch their ballots?
