Ted,
There is also a discussion group setup for government workers using the HP
e3000 called the Gov3000-L.

Subject: Perl: Government Perl List
This from a recent perl.com message:
If you're involved in any form of government work, Lisa Nyman has
set up a mailing list just for you! The list is for "the discussion
of Perl and other open source software in use in government - local,
national, provincial, etc." Lisa, if you remember from our Perl
success stories, is one of the people pushing for Perl at the Census
Bureau, and gave a talk about the use of Perl in the Bureau at last
year's YAPC, as well as a BOF on governmental use of Perl at the
recent Perl conference.

The bottom line for mathematicians is that the architecture has to be right.
In all the mathematics that I did, the essential point was to find the right
architecture. It's like building a bridge. Once the main lines of the
structure are right, then the details miraculously fit. The problem is the
overall design.
