No, unfortunately Toolset does not work in compatibility mode.  There is
a version that works in native mode on MPE/iX, and a version that works on
MPE-V.
 
The problem with running the V version on iX is that the way debugging
works is significantly different between the MPE-V and MPE/iX operating
systems, so operating system entry points referenced by Toolset/V do not
exist on MPE/iX.
