So, is there any "oversight" in this? Is there somewhere I could go and say, "hey, XYZ co. is looking for someone with skills ranging from A to Z -- this is impossible on the face of it, but they claim they found a green-card/H1b worker that has this EXACT skill set -- I don't believe it, please look into it"
Of course, investigating these things "one-by-one" is pointless -- even if the potential [pre-selected] hiree doesn't meet all the qualifications, the company can turn around and say, "well, we realized our demands were too high, but this person comes close enough...", and it simply isn't worth the time and effort to "prove" you are more qualified than a foreign worker.
