the story Brice mentions below is another in a long list of stupid judgments handed down by school districts across the country.  When I lived in Arizona I spent many years on school committees and worked closely with the school board members.  I came away from that experience with the feeling that school boards are following the dictates of the national organization for school boards.  They would rather bury the heads in the sand and ignore common sense.  On a few occasions I was able to pin the school board down with their own rules and put them in the hot seat; because their own policies countered each other.  Only then did they listen to what I, and others, had to say about issues. As long as there is a national organization setting policies for local organizations the ability to use common sense will be a trait lost, and many individuals will suffer because of it.
Even when I was a police officer I had the responsibility to use common sense when dealing with misdemeanor issues. Felony issues where, for the most part, set and enforcement required an arrest.  Then the courts would deal with the issues of intent and if the criminal complaint met the guidelines of the statute in question; but this is another issue.
