You're not all that far off the mark -- a google search on "hidden technology" returned this site:

which essentially deals with traffic-light cameras, etc.

Other hits return the "conspiracy" links (tech that exists, but "the public" is being kept in the dark about) and a far simpler explanation: embedding technological doo-dads in places such that you don't see them, like in-wall speakers connected to a surround-sound system for your TV...
