The deal is, the Central Government has gotten to powerful, and with
power comes the temptation to abuse that power.  With a limited
Cental Government, most of the power gets devolved back to States
and local communities.  When those become too corrupt or unresponsive
to the people it serves, the people can find another place, and are not
forced to live there.
