Unfortunately, this story has been making the rounds for the last year -- I
would file this not under Urban Legends, but under the "do-nothing congress" as
it was debated, and shot down several times.

It has not been brought to the floor lately.

This particular story referenced was the original message circulated months
ago.

Many people flooded their representatives and senators, as well as the White
House, with e-mails, snail mail letters and such --- much to the surprise of
the US Congress and White House as a whole.  It's just not a reality right now.
