I had a similar situation.  The problem was  that unpackp was using an old
version of MOVER that we had on the HP.  No problem...just go to HP's
website, grab the correct version (the one with EOF of 651) , then download
it to my PC  then upload to the HP3000.  Hah!!  Even though I was able to
get MOVER onto the HP, I couldn't get unpackp to work properly.  So I called
HP, and some hours later we figured out what had happened.
After I had downloaded the MOVER file to my PC from the web site, I had used
Reflection to upload it to the HP3000. According to the instructions
provided on HP's web site, I had a choice of  using the default record size
or specifying a record size of 256 bytes when I uploaded MOVER; I chose to
use the default....bad choice.  I was not able to unpack the patches
properly and received the same type of message that you did. It turns out
that it was necessary to specify 256 byte records when transferring MOVER
from my PC to the HP (in Reflection, to set the record size , press the file
transfer icon, push the setup button, go to the WRQ tab and type in the
record size). After I had done that, I was able to proceed on with the patch
:- ), but it was late on a Saturday afternoon, and I had just begun  :- (.

                I've just got a HP 968RX with 6.0. I'm trying to install Y2K
patches for
                6.0, but UNPACKP is failing at MOVER.PRVXL.TELESUP. This is

                I downloaded the patches from HPSL to a gateway machine then
to this machine
                inside the gateway using FTP in binary mode.
