Are all of your SCSI connections tight with the chain properly terminated?
Do you have any "foreign" devices on the chain?  At a previous job, I had a
3rd party 8mm tape drive on the same SCSI channel as was my 4mm boot tape
drive and the 4mm tape would not boot until I removed the 8mm drive from
the channel.  Also, did you check the SCSI address of LDEV 7 to be sure
that it's the same as you configured in SYSGEN?
