They did (sort of).  The LISTF,3 can easily be used against
your executable program to determine how many people are executing your
code.  Obviously this by itself isn't sufficient since people could copy the
program to another name, etc. but it can be easily integrated with other
mechanisms.

Here Here!!  And it would seem to me that HP could add something to the
operating system that would make it easier for vendors to implement a
concurrent user license.
