This Dial-Up Server stuff was found on the Windows 95 Plus! CD, the extra cost
add-on with the themes and other such things.  I do not know if it is (was)
made available for Windows 98.

I've seen this on NT with RAS or whatever it's called, but not on a
Win95/98 machine.  Not that it can't be done, but I've not seen it
done.  More common are the 'PCAnywhere' type things which you could
argue the value/danger to death depending on which camp you belong
to.
