i believe it's a degauser :-)  (we had one too)

frankly, i think the best thing to do with the tapes is have
them destroyed.  i found a company that did document
destruction (shredding) for other companies.  they had a
huge shredder that was capable of taking care of old
reel-to-reel tapes.   hth   - d
