Unfortunately, there is no way to do this with STORE/RESTORE, as far as I
know.  Third party backup products have a KEEPNEW parameter, which restores
a file only if its modification date is later than that of the file on disk.
You will probably need to restore both sets of files into different groups
and then use MPEX to purge the older file from each pair, using a
REPEAT..FORFILES loop.

I am restoring files from 2 different systems and want to restore only the
most recent source and compiled programs from each. The same file names
appears on both systems, but have been modified at different times.   Does
anyone have an idea on how to do this. Is there a tool readily available or
some VESOFT routine.
