We don't/haven't. The device class DDUMP has never had any validity
on MPE/iX.

Unfortunately, the system was not designed to work this way. To
eliminate the necessity to open system files the decision was made to
use the setting already available at the hardware level (stored in
NVRAM).
 
One option you may want to consider is purchasing (a nasty word) the
AUTORESTART product and perform your dumps to disc instead of tape.
You would only go to tape if the disc files were already in use
holding valid dumps that were being investigated.
