John,

Mine seems to be accounting for everything.  I am using XP.  But a couple of
things to look for are.

1) Make sure you are looking at process from all users and system processes.
2) Go to view (menu bar) and select columns, I also include virtual memory,
this helps when looking for memory leaks.

Also, I really like using Norton System Utilities.   In the system information
page, under memory, it is possible to view memory utilization by library (dll,
exe etc...)  This can be very revealing.

Another utility is CACHEMAN (freeware) to monitor memory usage on the taskbar.
Cacheman has a feature that can recover memory.

There are also some great registry settings to minimize the amount of memory
that Win2k and WinXP use by default.  I find on my laptop (512MB) the defaults
are much higher than my standard usage.

It is also possible to change memory management behavior by forceing dll's to
unload after an application has terminated instead of waiting a specified time.
