Yes, the system will first try to restrict spool file creation to discs in
volume class SPOOL.  If that fails, it tries volume class DISC.  If that
fails, the system accepts any disc in the system volume set.  If *that*
fails, spool file creation fails.
 
Typically, there is no problem creating the spool file in volume class
SPOOL, so to avoid LDEV 1, simply exclude it from volume class SPOOL.

No, spool files must reside on the system volume set.  When the spooler
was designed, user volumes were physically removable.  Once we chose to
cache spool file information in the spool file directory (SPFDIR), a
KSO, we were unable to cope with the possibility of spool file extents
on removable media.  So we didn't.
