is there a meaningful difference between doing a ctrl-a and a ctrl-b when

Ctrl+B generally doesn't enter into the picture for a "normal" shutdown:
Ctrl+A, =shutdown, wait for the SHUT6 message, turn off the box. Ctrl+B
is how you get the machine's attention to restart it if you didn't turn
it off. Or are you thinking of a different sequence?
