Steve is correct that charges are not automatic,
neither are they automatically filed.  The US Navy
is not a robotic machine.

However, any number of charges can be created on
the fly by a government that wishes to prosecute.
All that is required is the "will" to do so.

Correct on all counts. The key is that a CM requires that charges be brought
in the first place, and I was pointing out that such charges are not
automatic.
