just for so, the Good Samaritan response has long been a serious risk for
people in the medical profession.

I got it Carol.  I think it is somewhat different.  For your example to
fit, you father would have actually administered first aid, which possibly
saved the persons life, the victim then went to the press and thanked
him publicly.  Then the AMA comes along and says there is a law against
you helping perople in an emegrency situation so we are going to suspend
your license for 3 months.  The victim then says to lay off the guy, and
the AMA does it anyway.

If that had happened, then it would have made sense.  Whenever you
try to assist someone there is always a risk you will make a mistake
and make things worse, there is also a risk the victim will CLAIM there
was a foul up and take 'revenge'.  Here though, we have a case where
someone was punished for SUCCEEDING.
