I believe(might be wrong) that ODBSE is a limited version of MB Foster's ODBC.  I use MBfoster and I control the access to the databases using the "Host Configuration Utility" on the PC.  You can open the base in a mode just as you do in a COBOL program or SUPRTOOL.

I have written .Net programs to access Image databases using ADO.  I can do any SQL call to an IMAGE database from my .Net program.

I have never done these things using the ODBCSE version but I think it can be done.  You will need to the "Host Configuration Utility"  and the ODBC driver from MB Foster or HP.
