hmmm... wonder if this is the denial of service due to SNMP SR:
8606-206689 - SNMP VolumeTable lookup ties up CPU.
I was able to identify this on my machine and found SNMP running in
glance while the 5-10 second hang is seen.

CPU
workaround is to disable snmp:
snmpcontrol stop (each time after the network is started)
or to install patches:
SNMGDM1 for C.70.00 (beta test)
SNMGDM0 for C.65.00 (beta test)
SNMGDL9 for C.60.00 (general release)
