Could it be possible you're using native language support (NLS) ?
If so, you'll need to create a symbolic link from TDSM000.DIAG.SYS to
TDSMnnn.DIAG.SYS where nnn corresponds to your active is your active
language number.
Example: If your language is set as FRENCH (7), lLogon as MANAGER.SYS,DIAG
and then:
NEWLINK LINK=TDSM007 ;TO=TDSM000
