Wouldn't ftp suit your needs?  It's supported on the HP3000.

Hello MPE experts. I've looked for a faq w/o success so here's my
problem.
 
We need to setup a system for regular file tranfers between a
network in the US and an MPE (4.5) system in Denmark. I've used
WRQ reflection(tm) to accomplish this, but would prefer to run the
operation on a scheduled basis from a central server. Is there a
unix source available for <pclink2.pub.sys> transfer?
