        U.S. export limits on encryption are unconstitutional, the Ninth
        Circuit Court of Appeals ruled today.

        A three-judge panel affirmed the U.S. District Court in San
        Francisco's decision in Daniel Bernstein vs. the Justice
        Department, according to Bernstein's attorney, Cindy Cohn.

The argument (as I understand it) goes that software is language, so limits
on software implies limits on language, which violates the First Amendment
(free speech), which is unconstitutional.
