A while back, I wrote a utility called (wait, digging in long term memory here) CMSG (for Console Message). It's on the CSL. Running in background, CMSG scans the system log files and appends console records to a circular file. It will allow the circular file to be viewed at anytime using a file viewing utility (I think I included a hacked version of VIEW or some such program with CMSG, but you can configure it to use any viewer).
Since operator replies (including those executed via ALLOW from other than the system console) are part of the system logs (by default I recall), they are logged as well. Since there is a flag to identify replies, and since the USER.ACCOUNT of the person doing the reply is available, I logged all that as well. I forget the format, but in between the console output lines you will see something like:
15:40 [OPERATOR.SYS] REPLY xxx,yyy
This made it easy for us to see who did what, when, why and thus determine if we needed to beat them with large, blunt objects ;->

Is there a way to capture operator replys to console messages through system loging? I am almost certain we used to do this on some of the earlier versions of MPE. Thanks in advance for any suggestions .
