Remember: The IRS figures for the year 2000 are as follows:
Top 1% of income tax payers made over $313,000 made 20.8% of all income and
paid 37.42% of all income taxes
Top 5% of income tax payers made over $128,000 made 35.3% of all income and
paid 56.47% of all income taxes
Top 10% of income tax payers made over $92,000 made 46.0% of all income and
paid 67.33% of all income taxes
Top 25% of income tax payers made over $55,000 made 67.2% of all income and
paid 84.0% of all income taxes.
Top 50% of income tax payers made over $27,700 made 87.0% of all income and
paid 96.1% of all income taxes.
As you can plainly see, the top 5% of earners pay over half the total income
taxes but only make about a third of the total income. The top 50%, by
simply making over $27,000 pay almost all the income taxes. This means that
50% of people who have an income do not pay taxes.
The tax cut W got passed was at the 10% bracket, the lowest one, which means
everyone who pays taxes got a cut. You should remember, we discussed this
last year when you got confused and tried to tell everyone they would have
to pay the money back. You were wrong.
