Thanks for the help everybody

This answer from Doug Werth did the job.
MODIFY ALL was enabled on the console.

After fixing that we could do a regular shutdown and boot. Then the DTS
subsystem came right up so the DTC and the printer was back on.
And the modem connection came back up - it turned out that the modem was
connected to the DTC.

After re-reading the subject line I think I have my answer :-)

Is the switch definitely in the SERVICE position? Also, verify that LINE
MODIFY and MODIFY ALL are not enabled on the console. These modes can
interfere with the CTRL-A and CTRL-B functionality. Press the USER/SYSTEM
FKEY followed by MODES. The only mode you want enabled is REMOTE MODE.
