I don't believe that MPE/V supports HPMSGFENCE at all.  Either way, this
enhancemnet is MPE/iX specific.  I found out that I missed getting this
enhancemnet into the LISTF,access patch, but it has been submitted to the
next 'mainline' release (6.0?).
