That's right, we are at war and have been at war for some time.  It's just
that almost everyone ignored Osama's statements until 9/11.  I think that his
statements were largely ignored in part because he and his followers are NOT
a nation.  Perhaps what we have is something of a guerilla war fought in vary
unconventional ways with large lulls between events.
