Now I feel like a dunce! I as well did not understand your question, 
though I do now.

It would not appear to be difficult to modify the TZTAB file to reflect 
the new standards. I believe there is a couple of sites on the internet 
that would provide some guidance on what changes to make.

Although the only time zone that matters is the one you are in, so you 
would only have to modify one set of entries, there may be some cases 
where you would need the table as correct as possible. In which case 
there are probably a dozen entries or so.
