We wrote something for our customers to dialin to our hp3k that
could be used for exactly what you desire. We haven't used it
for 5 years and its written in spl. If you want I would be
happy to make it available. Here's the gist of how it works:

1) It runs on a dialup port (started using startsess command)
and waits for someone to connect.

2) when a connection is sensed it prompts them for pwd for
validation and then gives them a menu of choices.

3) they choose an option and then the option is performed. We
used xpress from robelle as a bulletin board/mail system and
special access to this was setup.

4) We configured the port/modem so that it didn't hang up when
the user disconnected, so the program kept running. all
activity was logged to the console.

Kinda crude - but it worked for us from about 1985 until 1990
when we converted to another setup.
