Hrmm... you change routers in Melb? Does it have real routes to the China site? You posted internal/private addresses, so I assume you have some private circuit involved, but trying to rule out all possibilities.

OK, in the 'absence' of INETDSEC, everything is permitted, so rules out the HP.
On the China side, you might try "sockinfo.net" and (ohh, my memory is fuzzy and my VPN is disconnected...) I think its "c" for "called sockets" to insure that you have FTP actually listening on port 21?
Can you ping between the two hosts? (verify end-to-end routing connectivity before attacking the layer-4 applications)
