If I'm not mistaken, that's the output format used with the HP 64000/UX
cross-compilers and -assemblers. I don't know if HP still sells these; ours are
very old. For the past several years I think they have been reselling
third-party cross-compilers and -assemblers rather than writing their own.
 
If you're interested in writing a converter program, there's a "file format
manual" available from HP that describes the formats of HP 64000/UX files (it
came with our emulator; you may want to ask your HP sales rep). For the native
format check out a.out(4) in the manual.
