Another alternative is to use Samba (on the HP3000) to make your source
group into a network share. Your choice of Windows application is then
greatly expanded. I have used NoteTab (Fookes Software), PsPad
(freeware), Crimson Editor, UltraEdit and Programmer's File Editor (aka
PFE) to edit Cobol, SPL, Transact, Fortran, etc. code this way.

That seems like a lot of effort for no real gain, what you should look
at is http://www.programmerstudio.com/ which is an awesome client/server
editor that "knows" about all sorts of languages, once you try it,
you'll never want to use anything else.
