NBSPOOL (and probably other 3rd party spooling utilites) can add the
environment file information to a spoolfile after it is created.
 
How are you sending output to the printer?  If you have it spooled off
the 3000 on a serial port, then you can associate a default TTUTIL
environment file with the port in NMMGR.  This might let you set up the
printer so that it defaults to the correct config for most of your
output (I haven't tried it, I just verified that you can put a TTUTIL
filename into a DTC PROFILE).
 
If you are driving the printer through the network you must be using
some 3rd party tool to do this today, and all of the ones I'm aware of
have the ability to add the TTUTIL type of information to the data
stream at the time it is sent over the network to the printer.
