I say -

There are 'Nukes', we knew Iraq had enough nuclear material to make a bomb
before Desert Storm.
After the war he continued to make it hard for the inspectors to prove he
had it.  The inspectors
would be at the front door of an installation, and trucks
transporting 'something' would be going out
the back.  Saddam kept playing this shell game for years.  NOW, he cannot
play the game, it is
put up or shut up, and this made possible by 'W' threateneing war.
