Having been a cop there is no 'written' quota system.  I remember once when
a fellow officer and I found the best 'fishing hole' for early morning rush
hour.  between the two of us we would write 12-8 tickets for red light
violations in a 1 hour period.  After two weeks of this our Sgt. called us
in and told us we had better not be trying to make ourselves look good on
report, at the expense of the public.
We explained why we were doing this and within a week the traffic dept.
changed the timing on the traffic lights on this busy street.  This
eliminated all or ticket writing, and potential for serious accidents.
Now, every state is different, take Louisiana for example, they sound allot
like Ohio.  60 minutes did a report on Louisiana's conniving schemes, but it
didn't slow them down.  It all depends on what the local people will
tolerate.  If they aren't getting tickets then they like the money making
schemes.

I still have lots of respect for the badge, but not necessarily for the many
individuals who hide behind it; and that goes for the judges who allow the
kind of garbage to continue.

I once mentioned the 'quota' concept to an officer while he was writing me
out a ticket.  He smiled, nodded, and politely said "we don't have a quota
system, we can write as many tickets as we please".
