I tried the HASH command as Gilles suggested but I got tired of waiting and terminated the process after about 5 minutes of it sitting there with the "200 PORT command ok" displayed.
 
Amazingly enough from a different server located physically in the same server room (that means it is on the same subnet as the 2008 server, and it connects to the HP3000 using the same router/switch/etc), the transfer completes:
 
226 Transfer complete.
ftp: 756 bytes sent in 0.00Seconds 756000.00Kbytes/sec.

I'm going to check the firewall on the 2008 server.....
