Yes, but not certain of the exact causes (there are several).  I would
suggest:

* Insure the JINETD,MANAGER.SYS job is running with ;PRI=CS,
* Check your network resources:
      :run nettool.net.sys;info="resource;display;quit"
  look for any "unhappy" items ":(" as opposed to happy ones ":)"
