As a former Impromtu user, and hopefully soon to become a current one
again - Mike, you are on the mark.

Most of the AdHoc and EIS tools such as Impromptu and Powerplay have this
setting, to do just what you said - keeping the "query from hell" from
usurping the machine.

That's the first place I would go - and yes, I would do the trace as well...
