Really the best way to approach this is to build a flatfile that mirrors
the MSG file.  Then FCOPY the contents of the MSG file into the
flatfile.  That is more the file system method.  If your looking for a
programmatic method, a call to FCONTROL should do the trick.  The
intrinsics manual will show you what bits to set.
