To correct one piece of Mr. Lewis' commentary (albeit, I need to read this
piece...)

As of Windows/95 and OSR-2, it is no longer an application, but an intregal
part of the OS, including it's own set of APIs within the Win32 API.  It has
therefore, been integrated into the OS itself, albeit, like other functions
within Windows, it can be turned off.
