I have not heard of this specific problem with the NCSA web server on
the 3000, but I do have (1) recommendation:
 
If you have not already, please install the NSTED77 (5.0) General
Release patch.
 
This patch includes (2) fixes found by customers running the NCSA web
server:
 
  SR: 5003-299859
  TCP connections stuck in state 0.0 (TCP_PROTOCOL_STATE closed IPC_STATE
  ipc_closed).  Typically seen on systems with HTTPD installed.
 
  SR: 4701-308304
  TCP connections stuck in state 0.c (TCP_PROTOCOL_STATE closed IPC_STATE
  ipc_closed_need_to_send_fin).  Typically seen on systems with HTTPD
  installed.
 
Note:  The OpenMarket Web Server requires the NSTED77 patch first be
installed.
