It seems reasonable to think that if one were implemented, the
other would be "almost there", so I say combine them. This
would also seem to make it easier on the lab when new features
such as the new master-key indexes are implemented. The files
could be "included" in this area and everyone would know about it.

Just store the pointers. As soon as you declare a "Small-Blob"
versus a "Long-Blob", you'll have people wanting the limits increased
on the "Small-Blob". The question I have with them is do you include
these files in your new "tracking file/tool area" above? I'd love an
easy way of saying "get everything associated with my database", but
I also do not necessarily want to store hundreds of thousands of filenames
in there just because I have a bunch of pictures for my inventory system.

If memory serves, bundling Allbase and Image/SQL was proposed
at IPROF 97 as a way to deliver Blob's. Allbase is a very good RDBMS
and would surely take-off if given this opportunity.
