You may try PURGELINK or /bin/rm instead of PURGE.

These do not attempt to open the file for purging and should thus not have
an issue with the internal damage of the variable block structure of the
file.

If you just want to get it "ouf of the way", you should be able to rename it
using /bin/mv, e.g.

  :/bin/mv "/TDW/MDATAB15/ODBCVIEW /TDW/MDATAB15/ODBCVIEW.bad"
